Can you use Google Forms offline? No — here is what works
Updated October 2026
No. Google Forms has no offline mode: Google's offline help covers Docs, Sheets and Slides, not Forms, and a form cannot be submitted without a connection. If your team fills in forms where there is no signal, use a form app that saves answers on the phone and syncs later. BoB Tools does that on Android and iOS, and every answer lands in a live table when the phone is back online.
Below: what exactly happens when a Google Form meets a dead zone, the workarounds people try and why they fail, and a side-by-side of the tools that do work offline.
Entries sent from this demo go to a public demo table. Do not enter personal data.
What happens when you open a Google Form with no signal
Google Forms is a web page that talks to Google's servers at every step. Without a connection, three things go wrong:
- The form does not load. There is no offline copy of a Google Form on the phone. If the link was not opened before the signal dropped, the respondent sees a browser error.
- Submit fails. If the form was already open and the connection drops, the answers stay on screen, but pressing Submit returns an error. Close the tab or let the phone reload it, and the answers are gone.
- Drafts need the internet too. When the respondent is signed in, Google Forms can keep a draft of their answers, but that draft lives in their Google account, not on the phone, so it only saves while online. File upload questions also require a Google sign-in.
Google's own offline mode covers Docs, Sheets and Slides. Forms is not on that list, and there is no Google Forms app for Android or iPhone.
Workarounds people try, and why they break
Keep the tab open and submit later
Works sometimes, for one short form. Phones unload background tabs to save memory, and a reload wipes the answers. There is no list of what is waiting to be sent, so nobody knows which inspections were lost.
Third-party “offline” extensions
Some browser add-ons promise offline Google Forms. They are not made or supported by Google, they work only in a desktop browser, and they need wide permissions on your Google account. Field crews use phones, so this rarely helps.
Paper now, retype later
The classic fallback. It costs a second round of typing, adds typos, and photos end up in someone's camera roll instead of next to the record. Results reach the office days later.
Google Sheets offline as a “form”
Sheets does work offline in the mobile app and in Chrome. But a spreadsheet is not a form: no required fields, no photo or signature per row, and two people editing the same file offline get conflicts when they reconnect.
What a real offline form needs
If your team works in basements, on farms, on the road or anywhere with patchy coverage, check for these before you pick a tool:
- The form is stored on the phone, so it opens with zero bars.
- Answers are saved on the phone and sent automatically when the connection comes back, without anyone pressing Submit again.
- Photos and signatures work offline and stay attached to the right record.
- Android and iPhone are both covered, since most crews bring their own phones.
- Results land in one table the office can filter and export, not in a pile of files.

Set up an offline form step by step
About 10 minutes from zero to a crew filling in forms with no signal.
- Get the form. Fastest: press Duplicate this form to my account above and sign in with Google, Apple or email. The form, its table and its share link are copied into your account. Or open web.bob.tools and describe the form to the AI assistant, for example:
Site inspection: inspector, address, date, Pass / Fail / N/A for exits, PPE and fire extinguisher, a photo of any issue, notes and a signature. - Adjust the fields. Open the form in the web app and rename, reorder or add fields: text, numbers, dates, choice chips, photos, signatures, QR scan. Mark the ones that must be filled in as required.
- Install the app on the phones. BoB Tools is on Google Play and the App Store. Each person signs in once while online, so the forms download to the phone.
- Add your team. Create a company in the app and invite people by email or with an invite link. Everyone in the company sees the same forms and the same table.
- Test it in flight mode. Turn on flight mode, fill in two records with a photo, then turn the connection back on. Both records appear in the table in the web app within seconds.
- Give the office a view. Filter the table (for example, only Fail results this week), save it as a view and build a dashboard, or export to Excel. People without the app can fill in the form from a browser through a share link while they are online.
Let your AI assistant set it up for you
BoB Tools has a connector for Claude, ChatGPT and other AI assistants that support MCP. Add https://api.bob.tools/mcp as a connector (details on the connector page), sign in, and give the assistant a brief like this:
Create a BoB Tools form called "Site inspection" that my crew fills in offline: inspector, site address, date, Pass / Fail / N/A for exits, PPE and fire extinguisher, a photo of any issue, notes and a signature. Make the first two fields required. Then create a share link for the office and a view that shows only records with a Fail this week.
The assistant creates the table, the fields, the view and the link in your account and replies with the URLs. Later you can ask it questions about the data, for example “which sites failed the fire extinguisher check this month?”.
Moving a Google Form to an offline app
You do not need to rebuild it field by field. Paste the list of your Google Form questions into the BoB Tools AI assistant and ask for the same form that works offline. Add a photo or signature field where paper used to be. Keep a share link for people in the office: it opens in any browser without an account. Give the app to the people in the field.
How it works in BoB Tools
-
Build the form
Describe it to the AI assistant (“site inspection with photos, signature and a pass/fail per item”), start from a template, or add fields by hand in the web app.
-
Fill it in offline
The crew opens the form in the BoB Tools app on Android or iPhone. Entries, photos and signatures are saved on the phone with no signal.
-
Sync to a live table
When the phone is back online, records sync to a live table with filters, views and dashboards. Export to Excel any time.
